I don't think there needs to be a limit of the amount of characters to base off of whether or not Toadette has a chance of making it into a roster. However, there is a list of characters who usually are must haves in the spin-offs so far since the early ones. Usually, the standard roster includes 12 standard characters which include the Big Eight (Mario, Luigi, Peach, Yoshi, Toad, Bowser, Wario, and Donkey Kong) + the four characters who recently started to become recurring (Daisy, Waluigi, Diddy Kong, and Bowser Jr.). Of course, and the recently added Miis which are there to appeal to the casual audience.

Of course, twists and turns can take place here and another character might overtake one of these standard characters in a few games; however, this so far is the standard roster and in a way all those characters get into the games in some way or another. Birdo and Toadette (along with Baby Mario, Koopa Troopa, and possibly Baby Luigi) are seemingly strong possibilities as well and actually stand closer to the aforementioned four recent characters (not too close, but close enough). In the end, it is Nintendo's final decision as to which characters get in though I doubt that there is a cutting line if anything (just 12 characters that the game must include). Recently, Nintendo has promoted games like SMG which I'd imagine had caused the debuts of exclusive characters like Rosalina and Queen Bee to the spin-offs.

Also on a side note, I don't think Birdo would really count as a female (well in Japan at least).  ;) Also Toblet is right that Waluigi's excuse of getting in isn't exactly fair; however, so far that seems to be his only reason to be in  the games so far as well (outside of non partner based games). Getting Captain Syrup or another Wario Land character may have actually been a better move in my opinion (since they are prominent in Wario's own series as opposed to Waluigi who oddly enough did not even make an appearance in the Wario series either).

That's really based off the most recent games so far. The MK, MT, MP, etc, series all have had many and different installments, and the characters in each of them tend to change based off each game (well aside from the signature 12 characters who usually do make appearances in each game series).

Though it is true that all the spin-off series may include differing newcomers as there are different smaller companies working for Nintendo that develop the games with their own newcomers (one example is Camelot and how they emphasize on Waluigi as though he was on par with Mario in terms of importance in their games). Of course, most spin-off franchises do tie in with each other (like Nintendo themselves who make both the main Mario games and Mario Kart and Hudson or Nd cube who makes Mario Party games).

Honey Queen? Or do you mean human? If human you can easily use purple and dark blue and still be based off of the ocean. XD

Pauline easily forgettable. :p Yes, I'm referring to all purple characters, Waluigi, Wario, Birdo and Honey Queen. The characters all have a lot of dislike. (Even though I don't mind Wario).
