If I may put in my two cents, I'm guessing this was just scrapped, but went far enough in development to end up on the disk. If it was real, what would that place be in the other games? And it's sort of an obscure enemy, as well.
They don't need to place other enemies in the other games, Super Mario Bros. 3 having one extra doesn't hurt,
I'd love to have it back, always one of my favourites when I played Super Mario Bros. 3
 
eerr.... saddly there are issues with this glitch.
I think I found while editing this is that sometimes the blocks tend to swap places as for what's the sprite and which one you actually collide with.

This is probably because I'm copying/pasting the blocks over and over in order to duplicate the effects, but even the block I created initially sometimes changes too.
Not sure how to set it for upload, but do keep an eye on that...
 
Definitely want to get this when / if I get a Wii U. Might be soon if I go back to the Philippines. I dunno.

Reading this thread makes me think what a shame it is when fun glitches are fixed. Sometimes they should just be left in as gameplay features IMO.
 
Five updates are coming to Super Mario Maker via a software update! One update includes checkpoints! The update will be available to download on Wednesday, November 4, 2015. If you include a checkpoint, you WILL have to complete the level from the checkpoint to have your course uploaded.

I want Fire Bros. and Flame Chomps. And Goombas on Fire :p

Instead of shaking the Piranha Plant to make it a Venus Fire Trap, make it into an upright Piranha Plant, and use the Fire Flower to change into the Venus Fire Trap.

The checkpoints were vital for a lot of the longer quality levels, so that's good. Never expected the arrows to be the one shaken in order to get a checkpoint, though. The question block thing mames it feel more like a level, so that's also promising. The event stages I would've expected to be more, uh, interactive? The courses from events are neato, but I would've liked something along the lines of competing for scores, times, or maybe themed levels (hint hint halloween).

My thoughts exactly, but instead of shaking the Piranha Plant to just change whatever it is you mean by what you said, instead only make it chance colour to the other colour variant, making it faster with it's actions and such. :p
