Am I the only one who was completely baffled by this extra? It didn't make sense; you can never win! Or am I playing it wrong?

Yeah, Bowser is in this, because there are 9 squares, and there are 8 playable characters, so Bowser fills the last number.H-J カービイ said:
It's somewhat similar to The Final Countdown. Each of the nine players rolls a dice block. Panels (and the characters on them) fall according to what numbers appear.
To unlock it, pass Bowser while mega on his party. If you play Panels of Doom with him (a scaled down version of this), it'll unlock this game.
