You can fill it anywhere from 10% to 90%, you can only use numbers in the 10 sequences (so you can use 10/20/30/40/50/60/70/80/90 only). Hope that made sense (it's really easy, I just thought I'd explain it more in case the rules didn't explain it as much!).
