Only in the Mario Party Stadium. 
I don't use them in any other mode, seeing how it will make the game unfair and slightly boring.

The only time I put handicaps on in a Battle Royale was because I thought those extra Stars would go towards the Star Bank in MP6. Of course, they didn't.
I played around with handicaps in MP1, but there it counted a great deal more than in current games.
I most certainly don't use handicaps in normal matches.

I only use them on the boards with Chain Chomps...just to increase the Star count...

I just realized using handicaps don't always guarantee you can simply win.
MP is a luck-based game, the luck factor can make you lose even if you start with more stars than the COMs.

I tried using it on MP 6 to try and get more star in the satr bank, It didn't work
