Well heres what i remember

I would play as luigi, and it was a haunted mansion or whatever kind of level, and in some cases, on the board, a giant eyeball would come down and chase ya

i told ya all i remember it was on the n64, too, so i guess horror land, if there isn't any other with the eyeball in the first 3 or so

It's Horror Land. There is a Giant Eyeball there and if you pay he'll take you to another place sometimes chasing others.

Well, Mario Party 2 was the only Mario Party to have costumes (except Bowser Land).
