Sounds like you're having trouble beating him. The far easiest way is to play 450 matches - I do this all the time. Finding him in The Ruins is possible, but losing and getting there again is a pain.

You obviously haven't beaten SSE if you haven't faced Wolf in it yet.. Youtube it.. He's not that hard to find.

You cannot have beat SSE fully if you don't have Wolf. He's found by going in a door on one of the first levels of SSE.

The ruins thing isn't hard at all, you just have to wait on an elevator until you reach him.

Well then you have much more to explore.. Beating Tabuu opens up the doors to get Jigglypuff and Wolf.

100% is not necessary to get Wolf as a playable character, in fact, it's required to get Wolf before you can even get 100%. Find the door in The Ruins.
