It's too big, that's why. It's either fake, or someone re-sized it so you couldn't scan it.
Ok, I cant get it any smaller, maybe go to http://hard-reset.net/ and scroll down. 
This is for European version only. When you scan it on an American copy it says this QR code is for a different title.
Ironic how the game is released in America first and the QR codes are released in Europe first. The QR codes are useless at the moment for both regions. lol
