Could it be that the permissions for the users messed up? 403 usually means "Forbidden - You are not allowed to access this page."

Shoutbox should be fixed for now (permission issues as I suspected)

The archives issue is just a permission for members to post not being removed it's hardly a deal breaker (just like guests viewing blogs)

A random issue I noticed, the recent posts page shows up as a "recent topic" page on the Who's Online list.

Actually, that's perfectly normal and not really a problem, because like it says, he is looking at the recent topics made as in recent posts and things like that since it does obviously includes topics.

Well what you do is basically seeing multiple posts and topics so it should be right? It's like this in every smf forum anyways so not a problem to that particular forum.

Well, when it says "recent topics," I expect to see a list of recent topics that were made, not a list of recent posts.

But the topics there are years old, however. Just make a new topic if an old one is archived.
