This point goes to Wolf, because he is an expert on using Star Wolf's various gadgets, as well as possessing some athletic abilities that make him a formidable opponent.

This point goes to Eggman, because what really pushes the point for him is that he helped Sonic defeat an organic mass weapon of the ARK, an alien terrorist force that sought to destroy all humanity, and Solaris, who is a freaking god of all things.

Eggman has your typical madman personality, and he is immature despite his high intelligence. Wolf is a tsundere, meaning he can be serious sometimes and sarcastic at other times, and tsunderes are interesting.

Eggman has built various robots to make him seem threatening, but he is let down by the amount of clumsiness he's been facing throughout the series. Wolf takes his job seriously without hesitation and shows what a true rival is about in his actions.

Wolf is motivated to commit crimes in the Lylat System and antagonize Star Fox. Eggman has been inconsistent in his motivations, and couldn't seem to focus on a particular one in the series.

Spoiler

This came down to two games: Sonic Adventure and Star Fox: Assault. While Assault was good, Sonic Adventure wins for having much deeper content and plenty of features to last longer.

The conclusion: Eggman is a great staple to Sonic, but Wolf makes the Star Fox series enjoyable with his numerous traits to account for a memorable character.
